Lambert doesn't actually have much of an opinion of Foster beyond a vague dislike -- he simply doesn't spend enough time thinking about him. Face to face and interacting with Foster, though, it's really easy to remember all the reasons he's such a pain in the ass. Foster's particular combination of doormat-ness, obtuse thought process, and painfully fragmented communication skills usually have a bad tendency to slam Lambert's 'be an asshole' buttons. It's nothing personal, though -- he usually forgets about it as soon as Foster's out of sight. If Lambert's anger was personal, Foster would be in for a distinctly bad(?) time. As it is, it's not even fun to bully or push him around since he seems to enjoy it. What the fuck, why are you so broken Foster.
With the events of Greysol and the Manor, it's hard to say how his estimation of Foster will really change until the fallout plays out. As a person, he still kind of low-key pisses Lambert off, but as another tool the Nightrider can use for the Carnival? That's a different story. Foster's necromancy rates him as a 'not completely useless idiot.' Odds are good that if an opportunity to make use of that ability comes up in the future? Lambert might actually call on him for it.
