So when he met Strange, that was different. Not that he thinks Strange isn't serious about magic, but he doesn't act serious, and that right there made Susan instantly like him. He really is interested in learning more and getting better, and so when he met someone who actually was interesting and fun who also could cast magic, he was super excited.
It helps that Strange doesn't really talk down to him like a kid, either, or tell him what to do or when his ideas might be crazy. With how he grew up, he absolutely hates people treating him like a kid, and so having another adult around who actually treated him like a person definitely put Strange on Susan's list of favorite people.
Overall, then, Strange is one of a very select few people here in the Carnival that Susan actually both likes to talk to and trusts, that he would actually have a serious conversation with or talk about his problems with. Maybe that's not such a good idea, who knows, but Susan doesn't have a lot of people like that, so maybe it's alright.
And also he thinks it's awesome that Strange wants to teach him magic? That's actually the best part in his opinion. Magic is the best in his opinion.

BUT OKAY more seriously -
Carly is one of 3 supervisors that Susan actually likes. Not that he hates the others or anything, but he doesn't know them well enough to have much of a thought on them. Carly though is nice, and helpful, and even though she's definitely a bit weird, he can tell she still means well. He does feel a bit like she treats him like a kid, which is usually something he doesn't like, but at least she's still willing to have a conversation with him and talk to him for real - which he definitely appreciates - so he puts up with it. He's still a little surprised that they can actually have a serious conversation though, like their one about the Ringmaster, since she's such a weirdo he thinks, but honestly having someone to talk to that isn't like. His brother. Is actually a good thing for him.
He still does want to set her up with Lauren though... At first it was because she seemed nice enough and Lauren liked her, but the fact that she can actually put up with his brother's eccentricities definitely makes him more interested in seeing if that could work out. Lauren needs more people to rely on and trust and he's always pleased when someone is allowed to enter Lauren's life like that.
If they actually dated though he'd end up super jealous after like... A week. Oops.

But Reira isn't like most of the kids he has met, by which I mean she isn't like... whiny or annoying or just childish. She's kind of weird, and he isn't sure what to think of her in all honesty. He definitely doesn't mind people who don't talk a lot (I mean look at his brother), but that still doesn't mean he knows what to think about them. But she seems mature enough and willing to do her job and that sort of thing, very independent, which he definitely likes and makes him think she's interesting.
...And now she's in trouble or something and although he's not clear on the details, he can't just let people be in trouble. So now she's kind of the damsel in distress in his mind, and who knows how that will end up in the future exactly. As long as he finds out that she was brainwashed into it or whatever though he won't hold the whole getting thrown in jail thing against her

She's gonna be apologizing once he and Lauren get back, and possibly offering to let him successfully turn her into an animal briefly if it makes him feel better

Susan doesn't talk to the supervisors much, unless it's someone he likes as a friend. Sans unfortunately isn't one of those supervisors (those supervisors being Psi, Joker, and Carly), but not really because he dislikes him or anything, mostly just because he doesn't really care for authority, and Sans specifically feels like he's in more of an authority position than everyone else.
He doesn't mind Sans though, for sure, and he does think he's probably cool - he at least has a sense of humor, and didn't seem to hold a grudge for his brother's stupidity, which is always a plus in his book with how many bridges Lauren has inadvertently burned. If it wasn't for Sans being a supervisor he'd probably try to talk to him more, especially since he thinks his dogs are pretty sweet. He definitely wants to try and become friends with them.
So overall I guess he thinks Sans seems like he's cool and he's friendly towards him but authority figures=bad since they tell him what to do so he's not really super inclined to get any closer than that, the end.

Which means that it's not very deep CR or anything, but Susan likes being able to talk to people, especially people who don't talk down to him, which Papyrus doesn't - so even though it's maybe not as close as with some people he's talked to, it's actually probably more positive from Susan's end! Still, he isn't going to go to him for any deep or serious conversations, but as something fun to kill time, or as a way to just chat and have fun during the day when he's bored, Papyrus is definitely someone he likes talking to.

Overall Ginko seems like a cool dude he thinks, and he's not at all bothered by him maybe not being the chattiest guy around or anything (he's way more personable than his brother is at least so he doesn't even think Ginko is weird at all or anything). He probably wouldn't go to him for any kind of deep conversation, but as a guy he can chat to and visit the animals, Susan likes him pretty well.
