No nerfing exactly, since her nerfing already covered generally not being a planet ruining dick. She couldn't destroy the city by herself, and would still be basically restricted to a carnage range of a couple city blocks, as is the case with everyone. However, her water abilities obviously have a lot of fine control type uses in this context that would still make her rather threatening.

She can fuck up ecosystems but she will also probably get called out on that and then potentially get thrown in mermaid jail, so its just the standard IC action = IC consequences jazz.
