Astonishingly, much of the building is... actually within Papyrus' skillset? He's a skeleton of varied skills. His constructions probably wouldn't hold up to somebody actively trying to destroy them or anything, but he can make a perfectly good logic puzzle, or rig a flamethrower to go off after some sensor is tripped.

Acquiring would require acquisitions... maybe after the Space Olympics.
