I am honestly extremely confused by this question, because there's been about 8 opportunities for uncommon changes (if not more) since the start of the game, and I haven't said anything about NOT continuing to do that? Like, there's always been the option to ask RM for an uncommon change for 40 pts, and the only difference here is that I'm making it so you can pay for an uncommon (without having to wait for a relevant event) without needing a reason for your character to ask for it ICly.

I've never had a single person buy an uncommon change by the former rules so I am really not sure where the concern is stemming from, have I missed something?
