Papyrus is from the King Papyrus run (with special sad bonus content following the phone call, courtesy an inspiring comic), a round where only the other bosses went 'on vacation'. His contract is to take the barrier down - though he'll be delaying that for a time when they can solve the whole time loops situation.
...Which... with Flowey and Frisk around... maybe that won't be a fearfully large number of years, biding his time doing helpful things while Sans and Alphys do science to find a solution? Papyrus is going to be so excited at this idea, there will be capslocking ahead.
