Jimmy is a ghost who died in a car crash about a year ago with his family. They were t-boned by a semi when the driver lost control (it had been raining a great deal and the roads were very slick,) and they were driven into a river.
His family moved on, but Jimmy himself was left behind. His primary haunts will be the hospital and the river that his family was knocked into. But he'll occasionally go anywhere there's lots of people, but most of the time he'll be in those two locations. (The hospital waiting room staff all know who he is. Jimmy wanders in and sits for a while, until one of the nurses comes out and tells him that there's been no change and he can come back tomorrow.)
Jimmy also.... doesn't quite know that he's dead yet. He knows that something's wrong and missing, but he thinks it's his family, not that the Carnival stopped in a bad spot. He's okay as long as nobody points out that he's dead. (Theoretically, showing him his and his family's graves would be enough to send him on, but they're in Pontiac, Illinois, and his ghost is in Portland.)
