okay, after giving it much thought i think we should definitely do this pact thing xD so unless you've changed you're mind im in. i think psi's motivation is that he finds foster amusing, and also sort of a 'well he'll probably die if its with anyone else' and so yeah he would probably play up his own scariness a bit and definitely i dunno threaten to eat foster's soul or something. also if he has a pact with a human if he ever gets into an emergency situation he can take a bit of his soul to help himself escape. that's probably happened at least once, (unless you don't want it to have) so there was probably a week or so where foster was really out of sorts until that part of his soul tried to fix itself. he only took a very small amount, but if you want this could have some kind of weird long term effect i guess.
but yeah if foster talks to basically anyone who knows psi/other demons i feel like he'd find out pretty quick that psi is considered to be a total fucking weirdo XD
psi's strong point is mental manipulation in the form of intensifying human desire. he can make people act on those impulses they'd normally not basically. he can also make people sort of forgot things, not permanently, but temporarily at least. think men in black memory wands. he does something, they ask why he did it and he basically claims he didn't do it and then they find they cant quite remember what actually happened and so are inclined to believe his version of the story. so i guess magical gas-lighting.
it's probably hard to make it work on more than one person at a time though. he mostly uses this to steal shit from people or to insist he's already paid for something he hasnt. also basic fire powers is a given. i think he can also 'corrupt people' sort of creating evil minions out of people but it takes a super long time and i don't think he's done it to anyone in probably a hundred years or so. he wouldn't really offer that power out to foster super readily either, but i imagine warlocks have a way of taking power from their patrons whether the patrons want them to or not, though obviously the patron will notice and might kick your ass in return.
i don't know if the powers of the demon you're making a pact with matter, but if you want to give foster some kind of abilities in line with psi's i thought i'd list them just in case XD
