Pearl will sometimes be sending people Allen's way, because he's running a support group for all supernaturals/psychics that doubles as a defense against all supernatural enemies. (Torchlight, the government, etc.) They share information on the goings-on of the streets and Portland's underground, so Rita has probably seen Allen around. He's a weak-as-hell changeling with HUGE plans on changing things for the better around here.

Allen grew up on the streets after he got booted out of his orphanage for showing fae traits, so they probably bumped into each other growing up. He's living in Dignity Village now, but he was a drifter, too, since age 8. He's got bird traits (blue wings), so they have something in common. He's of the Winter Court, though he aligns himself with the Summer Court because that's what he believes his genetics come from. SOME OPTIONS:

-they knew each other growing up on the streets, and now they bump into each other through Pearl's biker gang. They can reconnect and share a meal, maybe share information, idk.
-Allen's fae parent abandoned him in the human world, so he's both bitter and far too curious about what the fae land is like. He'll have plenty of questions for her, and as he's nosy as hell, he's likely to be an obnoxious brat.
-Allen hangs outside of the cat cafe to pester regulars and try to get them to join his ranks, so they can bump into each other there! he never goes in because he has no money. He'll probably pester her, and he has no qualms about threatening to reveal their changeling status to passersby in order to gain a private audience. He's a Little Shit.
-the above, but maybe she steps in to stop him from doing the same to someone else!
