Elsa is a demon who has full amnesia as well. She's finally the villain Disney didn't commit to lol. She doesn't actively seek out victims but doesn't take kindly to people interfering with her lazy life, and might have used dark magic to freeze the hearts or minds of those who've crossed her.

1. Other demons. She'll tolerate their presence and perhaps work with them if they have something she wants.

2. Relatives/Friends of someone whose heart she's frozen/killed? I would love some antagonistic CR lol.

3. She's not really into making deals but could be persuaded if another supernatural or a human has something she's interested in.
