[Steven is riding the ferris wheel alone with his Fomantis, because he works at a carnival and he can do what he wants, more or less. The novelty of having the rides available hasn't totally worn off, especially when nobody is policing him about whether he's tall enough for them. If he can take a ride whenever he feels like it, he may as well exploit that opportunity.
