They're taking the supervisors back primarily as bait, and to upset the Ringmaster, while simultaneously disordering the ranks. They'll be taking them to Lord Morningstar's fortress within Her domain. She'll point out that they are probably already captured at this point for a cheap "ha ha ha!" The other people they turn they're mostly planning on just integrating into the ranks as trophies (with plenty of brainwashing.)
The goal is to lure the Ringmaster into Morningstar's domain, where the demon lord will have the advantage. Ideally, the plan is to kill the Ringmaster. She doesn't know who the outside contact was exactly, that helped Morningstar figure out where the carnival would go, but she was an outstandingly beautiful woman with white hair. She was only seen in the domain briefly, a few days ago.
